Draft resolution

Education is the backbone for the social and economic development of the people of Pakistan. The basic problem faced by Pakistan is the lack of ideology of Pakistan which inculcates the ideology of Islam as put forth by Quaid-e-Azam. Its off-shoots are flaws in the political setup, education, unfair economic distribution, terrorism, etc. Our main focus is on revitalizing the education system of Pakistan triggering character building of the Pakistanis in order to realize the ideological grounds of excellence on which the State was built. The vision behind this resolution is to shun the culture of producing merely degree-holders and promote culturally and socially aware individuals.
Following Draft Resolution is the voice of the youth of Pakistan. While formulating these recommendations, we kept in mind the affordability and mental approach of a common man. The extent to which he gives importance to education while fighting for making both ends meet under unfair economic distributions and political unrest in the country. During the discussions, we came up with some suggestions to narrow down the social and cultural divide between public and private sectors of education. We are not only relying on the government or institutions to take steps for educational welfare, instead there are suggestions for individual initiatives. Our proposal contains recommendations that are specially designed for females belonging to the interiors of Pakistan, especially the provinces of Baluchistan, NWFP and FATA. The Draft Resolution is targeted towards the government of Pakistan, the educational institutions and individuals. We immensely hope for a better tomorrow and raise our voices for

Recommendations for the Islamic Republic of Pakistan:

1. A regulatory body should be set up to keep a check on high charging institutes of the private sector.

2. Extra-curricular competitions should be held at the provincial level for secondary and high school level students at regular basis.

3. Private school teachers to be hired by the government for a period of two years on equivalent salary to serve in public high schools in adjoining rural areas of the respective city of residence.

4. Existing public universities should commence second shifts in the evening.

5. Strong financial incentives should be given to Pakistani faculty members at foreign universities to bring quality research experience to local universities.

6. Mandatory Open House fairs to be held in public universities on yearly basis.

7. The government should ensure that student union policy is uniformly implemented in both public and private sector universities.

8. A timeframe for drafting a code of conduct for student unions to be specified followed by student union elections in universities. Concrete membership criteria to be specified on the basis of academic performance and disciplinary record for student unions.

9. A psychology course should be included in the teachers training programs to teach them student-centered teaching skills.

10. A mentor training program to be established in which senior staff will be trained to act as mentors to junior staff in their own schools.

11. Resource Utilization Centers should be setup in the rural areas across the country in order to utilize all potential resources and promote handicrafts of that area.

12. Educational awareness programs to be broadcasted on nation-wide radio channels.

13. Curriculum for teachers training should be standardized across all provinces.

14. Education awareness messages should be printed on packaging of agrarian utilities like fertilizers, seeds, etc. and other consumable goods.

15. License issuance to TV channels to be made conditional with reservation of airtime for educational programs.
16. Ulema and religious scholars should be approached and involved in raising public awareness about education.

17. There should be capacity building of Imam Masjids on grass root level to preach peaceful practices of Islam to the students.

18. Along with the Islamic curriculum in Madrassas, general science and technical skills subjects should be taught.

19. In order to serve as inspiration in locals for attainment of educational goals, universities should be established in under-developed regions.

Recommendations for Educational Institutions:
Higher Education:

1. There should be transparent criteria for selection of administrative staff in universities. The trend of hiring bureaucrats and army personnel in executive positions should be discouraged.

2. Broad based curriculum (e.g. Social Sciences) to be introduced in the first year of undergraduate programs in order to impart diverse knowledge along with the specialized course content.

3. Compulsory Islamic Studies course at the university level should be modeled in alignment with specific program needs e.g. Islamic perspective of Business Ethics for business students.

4. Private sector universities should identify 5 schools in their locality which cater to low income group children and send groups of students as volunteers for interactive teaching.

5. A platform “Educational Promotion Society” (EPS), to be established in universities by motivated students in order to engage other students in fundraising activities for educational welfare.

6. Universities should arrange technical workshops and events designed specifically for secondary and high school students to share the university experience with a larger segment of the population.

7. Long questions in examinations at all levels of education should be discouraged. MCQs, case-studies and open book tests should constitute the basic examination design.

8. Technical seminars addressed by professionals from the market to be held frequently in universities.

9. A course of ‘Self-Development’ should be introduced in the curriculum from secondary level onwards for capacity building of students in terms of leadership skills, character-building, patriotism, etc. in order to generate thinking individuals.

10. There should be a specific number of Teaching/Research assistants hired from within the student body with a defined job description as per the ratio of faculty size.

11. Private companies should be encouraged to set up research centers in universities engaging students in R&D activities.

12. Alumni associations to be strengthened to assist in job placement and for generating funds for student financial aid.

13. In the local schools, colleges and universities of the country degree holders of ‘Dars-e-Nizami’ course of 11 years duration should be hired as Islamiyat teachers.

14. Plagiarism policy should be included in student undertaking at the time of admission.

15. Faculty should be advised to encourage students to include citations in regular course assignments in order to discourage plagiarism.

Primary/Secondary Education:

1. Joyful learning techniques like storytelling, creative practical tasks, art work should be adopted along with text books especially for children affected by armed conflict, earth quake effectes and other marginalized children.

2. Career counselors should be hired as part of faculty members for High school students.

3. Extra-curricular events to be organized on a regular basis between public and private school students.

4. At least 3-5 educational trips on yearly basis to be arranged for primary and secondary level students.

5. Community service to be introduced as an ungraded mandatory activity in High school.

6. At primary level, zero marks policy should be discouraged in daily class assignments except numerical subjects.

7. Innovative punishment techniques involving volunteer work within school premises to be introduced as an alternative to corporal punishment.

8. Technical and vocational training should be included in the course content for girls’ schools in rural areas.

9. Self-help women societies to be setup in districts under supervision of influential women of that area to engage local women for educational promotion in the community.

10. The scope of work of a Lady Health Worker should be extended to that of a Domestic Educationist in rural areas for raising awareness and motivating local females.

11. Local communities of rural areas should be mobilized to go and hold the teachers of the neighboring schools accountable as personal initiatives.
